Equipment Operator - Streets Division

GENERAL SUMMARY

Under the general direction of the Director of Public Works and/or their designee, this position is responsible for highly skilled work in the operation of automotive and/or complex highway construction maintenance equipment requiring a hydraulic license. This position is responsible for operating specialized equipment where primary responsibility is for operating equipment in performing construction and maintenance tasks throughout highways, water and sewer systems, buildings, grounds, and other Town properties.  Employees are required to manipulate controls on vehicles and/or equipment.  Work assignments are received, and employees are required to complete tasks with or without inspection or review, depending upon the nature of the work being performed.

ESSENTIAL FUNCTIONS

The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Operates backhoe in performing trenching, back-filling, clearing, hoisting and related operations.
  • Operates front end loader in performing rough grading, loading, clearing, and handling and related operations.
  • Operates sidewalk and street pavement rollers in finishing hot top surfaces.
  • Operates equipment to perform rough and finished grading, clearing, backfilling, and moving operations.
  • Reshapes and spreads hot top on road and in trenches, constructs, and grades recreation areas.
  • Operates sewer rodding and dragline equipment performing clearing operations in sewer lines.
  • Operates eductor truck in the cleaning of catch basins.
  • Drives trucks in hauling material, equipment, and tools.
  • Assists in loading and unloading equipment.
  • Performs skilled tasks in the repair and construction of street drains, water, and sewer lines, building maintenance and recreation facilities.
  • Performs skilled work when required or may operate equipment.
  • Participates in snow & ice operations, which may include overtime operations; operates plow truck on assigned route during operations which includes automatic sanding equipment.
  • Performs all other duties as required.

MINIMUM QUALIFICATIONS

The Town will consider any combination of relevant work experience, volunteerism, education, and transferable skills as qualifying unless an item in the qualification section of the job description is labeled required.

  • Graduation from high school or trade school required. Associate degree preferred.
  • Two to Three (2-3) years’ experience in public works, to include operation of gas and diesel hydraulic equipment required.
  • Commercial Driver’s License (CDL) including general knowledge of air brakes and tanker endorsement required.
  • 4G Hoisting License required, or ability to obtain within twelve (12) months of hire.  
  • OSHA Confined Spaces Safety Course required, or ability to complete within twelve (12) months of hire.
  • Excavation safety and competent person training required, or ability to complete within twelve (12) months of hire.

KNOWLEDGE, ABILITY AND SKILL

Knowledge: Knowledge of all methods, materials, tools, and equipment necessary to perform the tasks required to fulfill the responsibilities of this position. Knowledge of the methods and techniques of operating gas and diesel hydraulic automotive equipment. Considerable knowledge of the traffic and safety rules and regulations and of precautions to be taken to avoid accidents. Considerable knowledge of rules and regulations affecting assigned work programs. Considerable knowledge of the methods, tools and materials used in construction and maintenance of highways, water and sewer systems, buildings, grounds and relate Public Work activities.

Ability: Ability to operate heavy equipment and machinery, snowplow and division equipment.  Ability to establish and maintain effective working relationships within the department and with Town offices, the public, organizations, and officials/contractors from various agencies and organizations.  Ability to communicate clearly and effectively with all interactions in a courteous and professional manner.  Ability to use work independently and demonstrate sound judgment, initiative, and decision-making skills.  Ability to prioritize work and perform multiple tasks within a timely manner. Ability to understand and transmit oral and written instructions and to read engineering drawings and specifications. Ability to perform work involving physical strength and endurance and to withstand exposure to variable weather conditions. Ability to operate standard office equipment and computers.

Skills: Skill in the use and care of tools, equipment and materials relating to assigned work. Skill in operating and adjusting complex heavy equipment in all weather conditions. 

SUPERVISION

Received: Works under the general supervision of the Streets supervisor and/or their designee, and in accordance with the applicable Town rules and regulations and provisions of the Massachusetts General Laws.

WORKING CONDITIONS & PHYSICAL DEMANDS:

Job Environment

  • Work is performed predominately in an outdoor setting.  Outdoor work involves exposure to variable weather conditions (snow, rain, and/or heat) and hazards associated with traffic, construction sites, chemicals, and heavy mechanical equipment. Administrative work is performed in the field and in office conditions.
  • Work environment is moderately noisy, and at times very loud.
  • Regularly operates hand and power tools, trucks, and equipment.
  • Regularly operates computer, standard office equipment, hand and power tools, trucks, and equipment.
  • Has contact with the public, other Town departments and contractors. Contact types are by email, telephone, in person or in writing.
  • Occasional irregular hours responding to weather incidents and other emergency callouts as assigned.

Physical Requirements

The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

The employee must be able to lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds with assistance. Stooping, kneeling, lying, crouching, crawling, reaching, and handling required. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perceptions, and the ability to adjust focus. Must be able to communicate written and verbally. Regularly required to walk, stand, sit, talk, and hear. Operates computer, printer, and video display terminal calculator, telephone, copier, facsimile machine, and all other standard office equipment requiring hand-eye coordination and finger dexterity. Must be able to pick up paper, files, and other common office objects. Ability to view computer screens and work with details for extended periods of time. Vision and hearing at or correctable to normal ranges.
